Oumar Sylla is Director of the Regional Office for Africa at UN-Habitat. Oumar has more than 20 years of academic and practical experience in land, natural resources, conflict resolution, urban development, regional cooperation and partnership. Prior being appointed as Acting Director for the Regional Office for Africa, Oumar was coordinator of the Urban Legislation, Land and Governance Branch within UN-Habitat. Previously as a Senior Human Settlement Advisor in UN-Habitat’s Regional Office for Africa, Oumar oversaw the cooperation with francophone countries within UN-Habitat and was focal point for the African Ministerial Conference on Housing and Urban Development (AMCHUD). He also coordinated a regional program to strengthen the capacity of member states in the Great Lakes Region to deal with land and property issues related to displaced persons in support to the ICGLR secretariat and to the Peace and Stability Framework for the Great Lakes Region. Oumar was also appointed as Chief Technical Advisor in the Republic Democratic of Congo to support peace and reconstruction; to support land reform process and to develop UN-Habitat expertise in the country.
